PV Right Now: What's Open Near Cactus And Tatum, And What's Landing Before The Holidays

If you live off Tatum north of Shea, the corner you drive past on the way to Whole Foods has quietly become a different kind of corner. Not louder. Not finished. Just usable in a way it wasn't the last time you looked up from the crosswalk.

The Tuesday That Didn't Exist In 2024

Two summers ago, a weeknight at Cactus and Tatum meant a grocery run and a drive home. As of this month, the same Tuesday can look like this without moving a car:

  1. 6:30 PM — the free weekly community run, RUN PV, meets at the Park at PV with the Phoenix Run Club.
  2. 7:15 PM — tacos at Velvet Taco, which opened its second Arizona location at 12646 N. Tatum in March, or the $20 Monday-rotated Backdoor Chicken if the timing lines up.
  3. 8:00 PM — a pint at Wren House Brewing's PV taproom, which came online in May of last year.
  4. 9:00 PM — a walk-back grocery stop at Whole Foods, the 50,000-square-foot store that relocated here from its 22-year home at Shea and Tatum in October 2024.

None of that required a rideshare, a parking hunt, or a second stop. That's the shift. Everything else in this post is a footnote to it.

What's Actually Open Right Now

The tenants already trading fall into three groups, and it helps to hold them in your head that way.

Sit-down anchors. Blanco Reserva Cocina + Cantina and Flower Child, both from Fox Restaurant Concepts, opened first. Federal Pizza — Upward Projects' second location of the Postino sibling that lived alone in Uptown for more than a decade — followed. Wren House Brewing Co. handles the beer program. The Melt, a California grilled-cheese concept, chose PV for its first restaurant outside California, per RED Development's own briefing to ABC15.

Quick and utility. Velvet Taco, Hawaiian Bros Island Grill, and Frost Gelato Shoppe cover the fast-casual middle. Trevor's Liquor took the old Sears Auto Center at 12820 N. Tatum and built out 14,000 square feet that includes a full bar, a pizzeria, a golf simulator, a cigar lounge, and a dog-friendly patio, per Phoenix New Times' April 2026 tenant roundup.

Retail and wellness. Whole Foods is the daily driver. Sephora, Distinctive Salon & Spa, and a new lululemon that held its grand-opening weekend July 24 through 26 fill in the rest. The 92,000-square-foot Life Time Paradise Valley, the chain's eighth Arizona club, opened in late April with Pilates and yoga studios, a spa, pickleball courts, and a rooftop pool club, according to Axios Phoenix.

That is what "PV" refers to when a neighbor says it. Not the Town of Paradise Valley, whose boundary sits several miles south of Cactus Road. This corner is inside the City of Phoenix, ZIP code 85032. The naming is a legacy of the 1978 mall that stood here until demolition began in 2021.

The Park Is Doing More Work Than The Restaurants

The single most underrated piece of the site is not a tenant. It is the Park at PV, the central green space with an outdoor live-music pavilion that RED Development built early and has been programming ever since.

That pavilion is the reason Fender Musical Instruments Corp. chose PV for its custom three-story headquarters. RED's Jeff Moloznik told ABC15 that one of the first performers on the pavilion stage was, coincidentally, a Fender employee — a small story that ended with the guitar company relocating its corporate campus to the same block, with prototypes designed inside the building and tested on the stage outside it.

For a resident, the practical version of that story is simpler. There is now a stage within walking distance of your kitchen that hosts programming on most weekends. The Tuesday-night Phoenix Run Club meet is the free anchor. The rest rotates.

The mall you remember tried to keep you inside for four hours. The block that replaced it is designed to keep you outside for two.

That is the design intent Moloznik describes as "urban core." Whether the second phase delivers on it is the open question. Half the 100 acres is still under construction, with full buildout projected around 2030.

Four Openings That Will Change The Loop Before The Holidays

The reason to pay attention to PV in the next hundred days is not the openings that have already happened. It is the four that will land before Thanksgiving and reshape what a weeknight here looks like.

Harry & Izzy's matters because occasion dining is the one thing the current tenant mix does not do. Nobody drives forty minutes for Flower Child. They will for a shrimp-cocktail-and-steak room built by the group behind St. Elmo. Cala matters because it fills a similar gap on a lower price point. The Vig matters because it is the first patio here scaled for a Saturday afternoon that runs long. Too Sweet's walk-up window matters because it turns the Tuesday-morning stroller lap into a viable habit.

Face Foundrié and Zara Nail Bar are also in the 2026 pipeline for service tenants. Helios Pilates, a San Diego studio picking PV for its third location, is scheduled for 2027, per Axios.

One Thing Residents Keep Getting Wrong

Two related misreadings show up in conversation on this block.

The first is that PV is a shopping center. It is not. It is a 100-acre, $2 billion mixed-use redevelopment that includes the 400-unit AVE Paradise Valley apartments already leasing, a 335-unit Transwestern project delivering units in late 2026, and Life Time Living's residential tower scheduled for 2027 with a walkway into the fitness club and free membership for residents. The retail is the ground floor of a neighborhood, not the whole point of it.

The second is that everything is opening on schedule. Timelines have moved. The Vig was slated for Q1 of 2026 and is now trending toward the back half of the year, according to RED's April 2026 update to Axios. Cala's opening quarter has drifted. If a specific opening is on your calendar, check the tenant's own social feed the week before, not a press release from the announcement.

A Sequencing Note For The Next 90 Days

Between now and the holidays, the useful move is to pick one habit that only becomes possible with the block as it exists, and lock it in before the crowds arrive.

The Tuesday run-plus-dinner loop is the obvious one. A Saturday morning that starts with a Whole Foods sweep and ends at the Park pavilion during a scheduled performance is another. A monthly walk-in dinner reservation at Federal Pizza is the third, and it will get materially harder to book after Harry & Izzy's opens and pulls foot traffic to the northeast corner.

Residents who have owned in the 85032 corridor since before 2021 remember what this intersection was doing at the end of the old mall's run. The version now emerging is not that mall rebuilt. It is a different kind of block, and it is closer to functional than most of the coverage suggests.
